Robbins' second book "The Tsar's Viceroys" was a collective portrait of the Russian provincial governors in the last years of the empire. The book shows the governors not as arbitrary satraps, wielding vast powers in the name of the tsar, but rather as human beings doing a difficult job increasingly utilizing the techniques and skills of modern politicians.
